'The Rifleman' to face Whitey Bulger at Boston mob trial

J. Pat Carter / AP file

Stephen "The Rifleman" Flemmi testifying in September 2008.

By Tracy Connor, Staff Writer, NBC News

Accused Boston mob boss James ?Whitey? Bulger hasn?t laid eyes on his old partner, Stephen ?The Rifleman? Flemmi, since he skipped town in 1994 on the cusp of being indicted.

U.S. Marshals Service via Reuters

James "Whitey" Bulger, who has pleaded not guilty, is accused of participating in 19 murders and a range of other crimes involving money-laundering, extortion, drugs and weapons. If he's convicted of just two counts, he could go to prison for life.

That will change this week ? and if the recent past is any indication, Flemmi?s turn as star prosecution witness at Bulger?s racketeering and murder trial could be explosive.

When Bulger?s former prot?g?, Kevin Weeks, took the stand against him last week, hard stares were exchanged and expletives flew across the federal courtroom.

Bulger, 83, also lost his cool when retired FBI agent John Morris testified the gangster had secretly worked as an informant, calling him ?a [expletive] liar,? according to prosecutors.

Flemmi, 78, was the No. 2 man in the Winter Hill Gang but he stayed put in Boston to face federal charges while Bulger went on the lam for 16 years.

When he pleaded guilty in 2003, admitting to 10 murders, the brother of one of his victims became so enraged he started yelling and was escorted from the courtroom.

?It was hard to take,? said Steve Davis, brother of Flemmi's girlfriend Debra Davis, who was allegedly strangled in 1981 and buried on a riverbank because she knew too much.

Davis said he would try to control himself when Flemmi makes his return to Boston ? but no promises.

?I?m disgusted thinking about him,? he said. ?Guy makes me sick.?

And, he said, no one knows how Bulger will react to having his former right-hand-man working to put him behind bars for the rest of his life.

"This could be the boiling point of the whole trial," said Davis, who has not missed a day since the trial began with opening statements June 12.

While Bulger was living under an assumed name in California, Flemmi testified in 2009 at a civil trial on lawsuits filed by victims against the FBI and said Whitey wanted Davis dead out of jealousy and fear.

"Bulger kind of resented the fact that I didn't spend enough time with him," Flemmi told the court. "He would contact me and I wouldn't respond."

He said that when Bulger learned that Flemmi had told Davis about their relationship with the FBI, she was doomed.

"He wanted to kill her," Flemmi said.

For this trial, Flemmi will follow a rogue?s gallery of state witnesses to the stand, including hitman John ?The Executioner? Martorano, who served just a dozen years in prison after admitting to 20 murders.

Debra Davis, ex-girlfriend and murder victim of Stephen Flemmi.

Like Martorano, Flemmi is expected to detail a number of bloody crimes he claims he committed with Bulger, the slaying of Debra Davis among them.

What will really anger Bulger, however, is if Flemmi joins other witnesses in portraying his old friend as informant who snitched for the FBI.

When Weeks called him a "rat," Bulger cursed at him in the courtroom.

Davis' hope is that whatever Flemmi says on the stand will infuriate Bulger so much that he feels like he needs to testify and tell his side of the story ? the only way he thinks he can get answers about his sister's death.

If not, he'll have to settle for Bulger stewing at the defense table while Flemmi relives the past. Does Davis think that Bulger will hurl a few choice words at Flemmi like he did with Weeks?

"I don?t know," he said. "But that was fun."

California Insurance Commissioner on Obamacare Enrollment ...

credit: brianwallace / Foter / CC BY-NCcredit: brianwallace / Foter / CC BY-NCThe announcement earlier this month that state-run health exchanges under Obamacare will not be required to independently verify an individual?s income or insurance status has already opened up the health law to the risk of fraud and improper subsidy payments.

And now insurance officials in California see another fraud risk associated with enrollment in the law in the lack of controls on the enrollment counselors the state is planning to hire. The AP reports that the state?s insurance commissioner is warning that the lax requirements for would-be sign-up assisters could open the door to identity theft and fraud:

The exchange, known as Covered California, recently adopted rules for a network of more than 21,000 enrollment counselors who will provide consumers with in-person assistance as part of the federal Affordable Care Act. In some cases, they will have access to personal and financial information, from?ID cards?to medical histories.

But the state insurance commissioner and anti-fraud groups say the exchange is falling short in ensuring that the people hired as counselors are adequately screened and monitored.

Insurance Commissioner Dave Jones also said the exchange does not have a plan for investigating any complaints that might arise once the counselors start work. That means consumers who might fall prey to bogus health care products, identity theft and other abuses will have a hard time seeking justice if unscrupulous counselors get ahold of their Social Security number, bank accounts,?health records?or other private information, he said.

"We can have a real disaster on our hands," Jones, a Democrat, said in an interview.

To some extent, this is just an industry turf war. Health insurance agents and brokers are worried about enrollment counselors moving into their space, and would prefer for navigators to face greater scrutiny. But the fraud concerns are not completely without merit. Because Obamacare?s legions of enrollment assisters will be tasked with helping people sign up for insurance under the law, they will in many cases have to be able to access sensitive personal information?income, medical records, perhaps even Social Security numbers. That creates the potential for abuse by people who are being paid by the government to help boost Obamacare?s enrollment.

There?s a bigger related issue here, though, and that?s whether it is legal to pay for these enrollment counselors using federal exchange grants, as California is doing.?

Obamacare sets up a ?navigator? program that employs people to help assist with enrolling in the law. But the law also says that states running their own exchanges?like California?can?t use federal exchange grants to pay for navigators. But that?s what California wanted to do, so the state and the Obama administration agreed on a neat little trick: They decided not to call the folks working for their enrollment assistance program ?navigators.? But it?s pretty clearly a navigator program in all but name, and California is using federal exchange grant money to fund it.

Congressional Republicans have raised questions about this, to little effect. It?s potentially a big issue, though, given the cost (California has received $910 million in federal exchange funding) and the importance of enrollment, especially in California, to the overall Obamacare scheme It?s also another example of how the administration has taken to ignoring the parts of the law that it finds inconvenient.?

Syrian troops advance against rebels in Damascus

DAMASCUS, Syria (AP) ? Government troops fired tank shells and artillery in heavy clashes between Syrian forces and rebels Sunday on the edge of Damascus, where the military has been pushing its offensive to retake key districts that have been in opposition hands for months.

The Syrian army has seized the momentum in the civil war over the past three months, wresting back territory lost to rebel forces and solidifying its hold over contested areas, particularly on the fringes of Damascus. Two of the embattled districts are Jobar and Qaboun, from which rebels frequently launch mortar rounds on the heart of the capital.

A Syrian military commander said forces loyal to President Bashar Assad have recaptured 60 percent of Jobar, south of Qaboun, and were trying to retake the rest. The commander talked to reporters Sunday during a military escorted tour of Jobar organized by the Information Ministry. His claim could not be independently verified.

An Associated Press reporter on the tour saw widespread destruction that pointed to heavy fighting in the neighborhood. Marble tile factories were destroyed. Reporters made their way in the devastated area by climbing through holes knocked in walls because of warnings of rebel snipers in the area.

At least two bodies, apparently those of rebel gunmen, lay on the floor of a bunker described by the official as a "terrorist" hideout.

"The army is advancing rapidly in Jobar ... the area will be secured in the next few days according to a well-studied plan," the commander said. He declined to be named in line with regulations.

Jobar is near the road linking Damascus with its eastern suburbs known as Eastern Ghouta. Rebels have been using the road to transport weapons and other supplies to the capital, the seat of Assad's power.

The commander said the Jobar-Qaboun axis was important to "cleanse Ghouta from terrorist groups."

Assad's government routinely describes the rebels fighting to overthrow him as terrorists playing out a foreign conspiracy hatched by Israel, the United States and some of its Arab allies in the region, like Qatar and Saudi Arabia.

During the tour of Jobar, reporters were taken to a hideout the army said it seized a day earlier after killing 30 rebels and their leader there. Reporters were shown RPG mortar rounds and explosive devices, as well as an alleged chemical material with a strong odor.

Arabic graffiti on the walls read: "The al-Tawhid Brigade," and "the Islamic State of Iraq and the Levant" ? names of militant groups fighting to topple Assad.

Sunday's tour came as Syria's main Western-backed opposition group claimed that 200 civilians were trapped in a mosque in Qaboun as fighting raged outside between rebels and Assad's army. It warned that thousands of civilians in Qaboun could be "massacred" by Assad's army as armored vehicles and elite forces move in.

The U.K.-based Syrian Observatory for Human Rights, which relies on a network of activists on the ground, said dozens of people were held captive Saturday by regime forces in the basement of the al-Omari mosque, but they were able to escape when clashes broke out between rebel and regime forces in the perimeter of the mosque, and the troops retreated.

It said 13 people, including seven fighters, died in the shelling of Qaboun Sunday.

"They (troops) are using tanks and artillery and are trying to break into Qaboun. The shelling is very intense and there is a lot of smoke," said an activist in the area, speaking via Skype on condition of anonymity, fearing retribution.

"This is day 26 of a bombing campaign, and they still haven't been able to break Qaboun," he said.

In Washington, U.S. officials said Israel targeted advanced anti-ship cruise missiles near Syria's principal port city in an airstrike earlier this month, according to a report by The New York Times. It cited the officials as saying the attack on July 5 near Latakia targeted advanced Russian-made Yakhont missiles that Russia sold to Syria.

There was no immediate comment from Assad's government, whose key political ally and arms supplier is Russia.

Asked about the reports on the CBS-TV show "Face the Nation," Israeli Prime Minister Benjamin Netanyahu refused to confirm or deny Israeli involvement.

He insisted that he will not allow "dangerous weapons" to reach Lebanon's Hezbollah militants.

Apple to probe death of Chinese woman who died charging iPhone

Apple Inc is investigating an accident in which a Chinese woman was killed by an electric shock when answering a call on her iPhone 5 while it was charging, the U.S. technology company said on Monday.

Last Thursday, Ma Ailun, a 23-year-old woman from China's western Xinjiang region and a flight attendant with China Southern Airlines, was electrocuted when she took a call on the charging mobile telephone, the official Xinhua news agency quoted police as saying on Sunday.

"We are deeply saddened to learn of this tragic incident and offer our condolences to the Ma family. We will fully investigate and cooperate with authorities in this matter," Apple said in an e-mail.

Apple declined to comment on details, such as whether this was an isolated case.

Ma's sister tweeted on Sina's microblog saying that Ma collapsed and died after using her charging iPhone 5 and urged users to be careful, a message that went viral on the site.

In April, Apple apologized to Chinese consumers and altered iPhone warranty policies in its second-biggest market after its after-sales service suffered more more than two weeks of condemnation by the state-run media.

Debate heats up over future of London airports

THE FUTURE of London?s airport capacity will move back into the spotlight this week as Heathrow prepares to make a fresh push to build a third runway, and Boris Johnson moves to distance himself from plans to build an airport in the Thames Estuary.

Heathrow is expected to tell the government?s aviation commission that it needs to expand to compete with other European hubs.

The busiest airport in Europe, which sees 70m passengers a year travel through its halls, was blocked from going ahead with a new runway when the coalition came to power in 2010.

But the airport hopes the Davies Commission, which is looking at long-term options for air travel in Britain, will recommend expansion at the site.

The airport?s submission will pledge to hold off on a fourth runway until at least 2040, according to the Sunday Telegraph. Heathrow said in March that growing demand for air travel warrants a third runway immediately, but that the case for a fourth is less clear.

The airport, owned by Spanish conglomerate Ferrovial, is also expected to dismiss mixed mode ? the practice of using existing runways for simultaneous take-offs and landings in order to cram in more flights per day. Department for Transport figures show there will be 11m a year of unmet passenger demand at Heathrow by 2020.

Meanwhile Boris Johnson, the Mayor of London, is expected to pull back from plans to build an airport in the Thames Estuary ? the so-called Boris Island ? in favour of a site on the nearby Isle of Grain, in north Kent.

Johnson will today set out his three preferred options for a new hub in the east of London ahead of a full submission to the Davies Commission later in the week. The Commission, tasked by the government with examining the future of British air travel last year, will make preliminary findings this year and a final recommendation in 2015.

It held its first public hearings last week, in which Heathrow boss Colin Matthews warned the UK could lose its status as a major European hub if his airport was not allowed to expand.

Spitzer tells Leno he cares about public service

NEW YORK (AP) ? Eliot Spitzer, whose 2008 resignation as New York's governor amid a prostitution scandal provided no shortage of fuel for gibes to late-night TV comics, ventured into the lion's den Friday, appearing on "The Tonight Show with Jay Leno."

Spitzer appeared on Leno's show in California less than 24 hours after a four-day flurry of canvassing for 3,750 valid petitions to run for city comptroller ? submitting over 27,000 petitions to the city Board of Elections late Thursday night ahead of a midnight deadline.

And Leno, who has poked at Spitzer's reentrance to New York City's politics since the former attorney general announced Sunday he was running to be the city's comptroller, asked him straight up: "Why enter at the 11th hour?"

Spitzer said that after all he'd done in the past five years he finally thought, "You know what, there's a position there, which I've written about, thought about, the Controller's position, from which I think I can actually serve," he said. "And I said to myself I want to contribute through public service."

Leno's show has provided a stage before for candidates launching unexpected campaigns: Arnold Schwarzenegger announced his ultimately successful run for California governor on Leno's set in 2003. The program also has been a memorable forum for public figures' atonement moments, as when actor Hugh Grant made his first TV appearance after he was arrested with a prostitute in 1995.

Spitzer's appearance came after his leading rival said earlier Friday he wouldn't challenge the tarnished ex-governor's petitions to run for city comptroller, leaving Spitzer's surprise comeback campaign a clearer path toward the Democratic primary this fall.

Other contenders or voters can contest a candidate's signatures for reasons ranging from an ambiguous address to a canvasser who's not registered in the candidate's party. But Democratic comptroller hopeful Scott Stringer, who was a heavy favorite in the comptroller's race before Spitzer got into it Monday, said he had no plans to contest Spitzer's signatures and would encourage supporters not to do so, either.

"I'm not someone who challenges petitions," Stringer, who is currently Manhattan's borough president, said while greeting voters Friday in downtown Brooklyn. "Let's get into the fight now."

While they won't face Spitzer in the primary, Republican candidate John Burnett and Libertarian Kristin Davis, a former madam who has criticized Spitzer, also said through aides that they wouldn't challenge his petitions.

Spitzer's campaign said in a statement Friday he "looks forward to making the case every day for an independent comptroller for the City of New York."

On the "Tonight Show," Leno admired Spitzer for his work as attorney general going after Wall Street and the mob and then asked him how he could "make this big a blunder," referencing the prostitution scandal.

"People who fall prey to hubris, end up falling themselves," Spitzer said, adding there was no good explanation for his behavior. "And this is something that I think infected me."

"Saturday Night Live" actor Bill Hader, who did an impression of Spitzer in a 2010 skit, joked with the ex-governor, who said he decided to get back into public life about a year ago and with his family's approval.

Leno gleefully seized on Spitzer's newborn candidacy earlier this week, particularly relishing the fact that Davis is also a contender.

"There's a tough choice for the voters, huh? I mean, one is involved in the most degrading profession of all time, and the other ran a whorehouse," Leno said during Monday's opening monologue.

Spitzer's last-minute, self-financed candidacy hurled a curveball into what had seemed a straightforward race for the city's top financial post, one that conducts audits and invests huge city employee pension funds.

On Leno's show, he touted his record pursuing financial crimes, telling Leno "Wall Street desperately wants me to lose," because of his previous work as attorney general, and added he would use the comptroller's control over the city's pension funds to pursue Wall Street again.

"That is where the power really comes from," he said. "$140 billion of pension funds, which in the equity markets are a lever to control corporate governance, reign in CEO pay, make sure that the Wall Street titans are acting fairly and honestly, making sure that the markets are functioning properly, making sure capital is allocated as it should be."

Earlier in the evening, the Wall Street Journal reported Maurice "Hank" Greenberg, the former American International Group Inc. chief executive, had filed a defamation lawsuit against Spitzer in state Supreme Court. An attorney for Greenberg did not immediately return a request for comment. Spitzer's campaign issued a statement calling the lawsuit frivolous.

Spitzer quickly jumped to a 42 percent-to-33 percent lead among registered Democrats, including those leaning toward but not settled on a candidate, according to a The Wall Street Journal-NBC 4 New York-Marist poll taken in the first two days of his campaign.

Pundits, and even Spitzer himself, had said it would be a challenge to get the needed signatures in just four days; other candidates had started in early June. Campaigns generally gather at least two to three times as many signatures as needed, as a cushion in case some are invalidated.

Stringer said he submitted more than 100,000 signatures, all of them gathered by volunteers; Spitzer's campaign paid canvassers.

Burnett, who has worked in various financial capacities on Wall Street, filed about 8,000 signatures and was looking forward to facing whomever wins the Democratic primary, his campaign said.

"We especially wish Eliot the best of luck," the Burnett camp said in a statement Friday.

Green Party candidate Julia Willebrand's campaign didn't immediately respond to messages Thursday and Friday.

Yoga - The Whole Deal! | Smart Healthy Women

Yoga developed in India (and here there is no accurate date) maybe B.C. 3,000, with the first written description of yoga appearing around B.C. 1500. The Romans and the Greeks had also developed a system of physical fitness and training simultaneously and also recognised the mind, body and spirit connection. Aristotle wrote in B.C. 350 ?The results of a good physical education are not limited to the body alone, but they extend even to the soul itself?. Good health in yoga encompasses the healthy body, the healthy mind and the keen and buoyant spirit. Mind, body, spirit = as one. So why is it today, we seem to know so much less about ourselves than our ancient fathers.

Here is a wonderful exercise to bring your mind?s awareness back into your body. This exercise is credited with being able to add up 1.5 centimetres of height to some people over a 60 day period. It only takes a few minutes. Lie comfortably on your yoga mat, and take a gentle and lengthening stretch ? toes pointed, hands above your head fingers reaching out. Think of your arms and legs as the arms of a compass reaching for north and south. Inhale at the beginning of the stretch over a 3 second count, hold it for 6 seconds and then gently exhale over a 3 second count. The stick pose is best done lying down ? so that you aren?t compounding any postural problems, and so that you can truly free up your vital organs from gravity.

Just think of your posture throughout the day, how cramped your organs are from bending over, sitting crooked, slouching. Now as you lie there just envisage the wonderful, refreshing and revitalising blood flowing to your organs ? oxygen, nutrients, hormones are now rushing unfettered to your major organs. Be aware of what feels different when you stand up again. What hurts that didn?t when you were lying down. Now try and adjust your posture to recreate the ease you felt on the floor. Roll back your shoulders, tuck in your tail and support your organs with a pulled in tummy. Seek alignment. Where is your chin pointing. Where are your eyes looking ? ahead, up or down. Is one shoulder carried higher or more forward than the other. Awareness brings correction.

SINGING TEA ? here is a wonderful recipe for the soul. I call it singing tea as I find the next day I am walking around singing out loud (and in tune which is even more of a miracle) and feeling very happy. ?Take 3 teaspoons of dried lemon balm, add some grated ginger, lemon juice and a bit of honey. Two cups a day are ideal. Steep for 5 minutes and enjoy!

Fla. motorcycle racer dies after hitting 285 mph

LIMESTONE, Maine (AP) ? A motorcycle racer trying to top 300 mph died Sunday after losing control and zooming off a runway at a former air base in northern Maine.

Bill Warner, 44, of Wimauma, Fla., was clocked at 285 mph before he lost control but it was unclear how fast the motorcycle was traveling when it veered off the paved runway and crashed, said Tim Kelly, race director the Loring Timing Association, which hosted "The Maine Event" at Loring Air Force Base.

Warner was conscious and talking after the crash just befor 10 a.m., Kelly said, but he died about an hour and 15 minutes later at a hospital in Caribou.

"No one will touch Bill's achievements or be the type of racer he was. He was a personal friend and the land-racing community is less for his loss," Kelly said.

Riding his modified turbocharged Suzuki Hayabusa, Warner previously hit 311 mph on the same course in 2011, using 1.5 miles of pavement. That's considered to be the world land speed record for a conventional motorcycle, Kelly said.

This time he was trying to hit 300 mph using just a mile of pavement, and he'd made several passes before the one in which he crashed, Kelly said.

The Maine Event is an annual timed speed event that utilizes the 14,200-foot-long runway at the former Strategic Air Command base that closed in 1994. The Loring Timing Association uses 2.5 miles of the runway for its events, and there's an additional buffer of 2,000 feet, Kelly said.

On Sunday, about 400 spectators watched as Warner began veering right after passing the 1-mile mark, traveling upright for another 2,000 feet before exiting the runway and crashing, Kelly said.

The remainder of Sunday's event was canceled. The Limestone Police Department and Maine State Police were investigation the crash.

2013 NBA Free Agency: Atlanta Hawks Make Correct Decision Going With Jeff Teague Over Brandon Jennings

?

Kevin Liles-USA TODAY Sports

This summer has been nearly disastrous for the Atlanta Hawks. Losing out on Dwight Howard and the likes of other top free agents such as Andre Iguodala and their own Josh Smith has hurt their plans for 2013, but they have managed to salvage one of the more important pieces to their core.

Point guard Jeff Teague had received an offer from the Milwaukee Bucks for four years and $32 million in which the Hawks decided to match. Atlanta had also considered bringing in Bucks point guard Brandon Jennings instead, maybe for a possible sign-and-trade, but wound up retaining Teague.

For the Hawks, this was the best decision. Teague has two important parts of the stat sheet that stand out over Jennings.

First, Teague shoots the ball at a much higher percentage. Though he averaged about three points less than Jennings last season, he shot the ball at at 45.1 percent versus Jennings? 39.9 percent. jennings also shot the ball almost 16 times per game ? too much to be called a true point guard.

Secondly, Teague put up more assists last year than Jennings at 7.2 versus 6.5 which essentially wipes out the small margin in the turnover differential in which Teague averages just a small percentage more.

But, the Hawks need somebody to facilitate at the point guard position. If you cannot get the ball to a guy like Kyle Korver at an efficient rate, you won?t survive on that team. Jennings not only averages less assists, but again, more total shots per game.

In the end, neither point guard is a top guy in the NBA at his position, but Teague was the better choice long-term. Jennings has a reputation about him that seems to demand a lot more of him in respect to proving his worth to teams around the league. Teague has been consistent in what he does and that?s a huge reason why they brought him back.

Rakuten, Japan's E-Commerce Juggernaut

It's easy to get all caught up in what's going on here in the US with respect to the e-commerce front, only to be reminded how much innovation and change is being driven elsewhere around the world.

And those changes aren't just necessarily innovations being left to given home markets.

See Rakuten, which TechCrunch just reported, is launching a beta to take its "Wuaki" video streaming service to the UK.

According to the post by Ingrid Lunden, the UK is simply going to be a first stop in Wuaki.tv's European expansion beyond the company's home market in Spain.

You read that right: A Japanese e-commerce vendor that launched a video stream company in Spain, which is now expanding into the UK.

Rakuten, a Japanese-based e-commerce, entertainment, and Internet company is the largest e-commerce site in Japan and among the world's largest in sales. In recent years, it has expanded its efforts across Asia, Europe, and the US, where it has invested heavily in e-commerce storefronts and logistics through its acquisitions of Buy.com and Webgistix. More recently, Rakuten has invested heavily in mobile e-commerce sales from which Rakuten now enjoys one quarter of all its revenues in Japan.

Rakuten has already entered the US market via its acquisition of Buy.com, a $250 million deal back in 2010. TechCrunch reported that year Rakuten in Japan already had 64 million members in that country, and had reached $3.2 billion in sales.

It has also expanded in select markets in Asia, including Korea, Thailand, and China, and according to its Wikipedia entry, has over 10,000 employees worldwide.

Rakuten has followed in the footsteps of groundbreakers like Tesco and others through the introduction of its "Rakuten Super Points" program, one designed to reward loyal shoppers with points redeemable as payment toward future purchases.

In the US version of the program, Rakuten builds on Buy.com's existing customer service efforts, which includes a 45-day product return policy with no restocking fees, along with free shipping on millions of products throughout Rakuten.com.

Rakuten has also been very busy on related fronts, having bought Webgistix, a US-based logistics and services company specializing in e-commerce fulfillment technologies for retailers.

Webgistix helps e-commerce companies manage their supply chains with software for order fulfillment, freight management, and shipment optimization, and also owns a network of fulfillment centers that allows merchants to reach 98 percent of e-commerce customers in the US within one to two business days.

As TechCrunch observed in its recent coverage, "Webgistix is Rakuten's answer to Amazon Prime in the U.S."

It's Rakuten's mobile commerce strategy that probably most bears watching, however.

Company CEO Hiroshi Mikitani told TechCrunch last year that a quarter of the company's $5 billion in annual revenues was coming via mobile phones, and that overall mobile was growing 300 to 400 percent year-over-year.

That means within only a couple of years, mobile could account for half of all Rakuten's transactions.

With all these investments, one wonders whether a more broad-based investment in mass and social media marketing might be in the works to help build awareness of the Rakuten brand in the US?

Then again, that would be the e-commerce equivalent of crossing the Rubicon... or, in Rakuten's circumstance, the Amazon.

Astronaut Hygiene: How to Wash Your Hair In Space (Video)

In space, washing your hair can be a, well, hair-raising adventure, and one NASA astronaut has the video to prove it.

The new video of zero-gravity hair washing was recorded by American astronaut Karen Nyberg, one of six space travelers now living on the International Space Station. She posted it on YouTube and Twitter Tuesday (July 9), in what is the latest astronaut video to show what it is like to live in space.

"I've had a lot of people ask me how I wash my hair in space, and I thought I'd show you how I do it," Nyberg, how has longish hair, explained in the video, as her locks floated around her.? [Photos: Astronaut Karen Nyberg's Space Pictures]

On Earth, washing your hair is a simple act of standing under a shower and lathering shampoo on your melon. But there's no shower on the space station, and even if there were the water wouldn't fall down ? it would spray everywhere in weightless blobs.

According to Nyberg, there are some must-have tools she relies on to wash her hair: a small pouch of warm water, a bottle of no-rinse shampoo, a towel and a comb.

"What I like to do is start by putting some hot water, squirting it onto my scalp. And I have a mirror so I can kind of watch what I'm doing," Nyberg said as a few blobs of water floated away. "Sometimes the water gets away from you and you try and catch as much as you can. Then I just work the water up through to the ends of my hair."

It sounds simple, but in the video Nyberg is careful to keep her hair in a manageable position, combing it out above her head until it looks like it's standing straight up ? a 'do that would defy gravity on Earth. Then it's time for shampoo, which Nyberg adds to her hair just like the water, from the scalp up.

"Sometimes I'll take my comb and help work it all the way to the ends. Then I like to take my towel while I have the shampoo in there and work it," Nyberg said while demonstrating the technique. "Because without standing under running water, you kind of need to use the towel a little bit to help get some of the dirt out."

After that, Nyberg adds a bit more water ? she's found that a touch more water helps, despite the no-rinse part of her no-rinse shampoo.

"It actually feels kind of squeaky clean right now," Nyberg said. The same towel used to work the shampoo into her hair can be used to dry it in order to conserve precious supplies, Nyberg added.

Then, it's time for space age tech to kick in.

"And now as my hair dries, as the water evaporates from my hair, it will become humidity in the air, and our air conditioning system will collect that into condensate," Nyberg said. "It won't be long and our water processing system will turn that into drinking water."

One last run through with a comb ensures no snags or snarls, she added.

"While it dries, I just let it stay free. I don't put it back into a ponytail while it's drying," Nyberg said. "And that is how I wash my hair in space on the International Space Station."

Astronaut Karen Nyberg is a flight engineer on the Expedition 36 crew living aboard the space station. She launched into space in late May and will spend nearly half a year in orbit before returning to Earth in November.

Nyberg's hair-washing demonstration is the latest in a series of astronaut video how-to guides for life in space. Earlier this year, Canadian astronaut Chris Hadfield recorded several video demonstrations of daily life in orbit, including how to make a peanut butter sandwich in space, how to brush your teeth, and how to wash your hands.

The International Space Station is currently home to a crew of astronauts and cosmonauts representing the United States, Russia and Europe. In addition to Nyberg, the crew includes American Chris Cassidy, Italian astronaut Luca Parmitano of the European Space Agency, and Russian cosmonauts Alexader Misurkin, Pavel Vinogradov and Fyodor Yurchikhin.

Srebrenica massacre anniversary marked by mass funeral (+video)

Srebrenica, Bosnia, was the site of a 1995 massacre of some 8,000 Muslim Bosniaks. Some 400 victims newly identified from mass graves were laid to rest Thursday.?

In July 1995, Bosnian Serb forces rolled into the Bosniak-populated town of Srebrenica, beginning a campaign of ethnic killings unparalleled in Europe since the Nazi era. Pushing aside the lightly armed Dutch UN troops guarding the area, the army slaughtered more than 8,000 men and boys in just five days, dumping their bodies in a series of mass graves along the outskirts of the town.

Thursday, tens of thousands of Bosnians gathered in Srebrenica to mark the 18th anniversary of the massacre and individually re-bury 409 victims newly identified from those mass graves, continuing the plodding process of bringing closure to this dark chapter in Bosnian history. Meanwhile, on the same afternoon, one of the Bosnian Serb leaders accused of playing a pivotal role in the killings appeared before judges at the Yugoslav war crimes tribunal in The Hague.?

Among those buried in Srebrenica today were 43 teenage boys and a baby born during the massacre, their bodies laid to rest amidst the stark rows of white gravestones at the Potocari Memorial Center just outside the town.

Since Bosnia began using DNA testing to identify victims a decade ago, some 6,000 of the dead have been identified, reports the Associated Press. Another 2,306, however, remain officially missing.

Although the killing of Srebrenica?s predominantly?Muslim ethnic Bosniaks drew immediate international outrage, it took more than a month for reporters to reach the site of the murders and document the extent of the atrocities.

In August 1995, The Christian Science Monitor?s David Rohde was the first foreign journalist to report from Srebrenica, using forged press credentials to reach the town and reveal what he termed ?grim and convincing? physical evidence that a massacre had taken place there. He wrote:?

During a reporter's visit to the site this Wednesday, three areas of fresh digging were clearly visible. On the edge of the smallest of the three alleged mass graves, what appeared to be a human femur and tibia surrounded by bits of tattered fabric jutted from rich brown dirt....

Approximately a quarter mile from the three sites, Muslim prayer beads, clothing, and still legible receipts and election ballots from Srebrenica were found.

Two empty ammunition boxes, each of which appeared to hold several hundred rounds, were seen near the three sites. A handful of shell casings was found across the street from one of the sites, but few shell casings were found on the graves themselves. Truck and bulldozer tracks leading to the alleged graves were visible.

Over the next three months, Mr. Rohde?s reporting revealed the harrowing scope of the massacre, allegedly?authorized and carried out under the approval of President Slobodan Milosevic?s government in Belgrade. In October, he was searching for new evidence of mass graves in the area when a Bosnian Serb army official suddenly approached him. As the Monitor reported:?

The man pointing the rifle advanced slowly down a slope of stones. He kept his aim steady, holding the firearm on his hip, and paid no attention to David Rohde's entreaties.

"I'm lost, I'm lost, I'm sorry," yelled The Christian Science Monitor reporter, his hands in the air. This was a lie. Rohde knew exactly where he was, but he figured the truth - that he was an American journalist secretly searching for killing fields - would not be well received by his Bosnian Serb challenger. So he tried to look inoffensive, and made a move toward his rented Citroen.

It didn't work. The guard pulled the gun tight to his shoulder and sighted down the barrel. Rohde was deep inside territory he was not supposed to enter, carrying forged documents and suspicious maps, a camera filled with photos of a mass grave, and a borrowed coat on his back. A moment earlier he had been ready to photograph a human femur nearby. Now he did not know if he would live out the hour.

For the next ten days, Rohde bounced from prison cells to interrogation rooms as his family and a team of Monitor editors frantically negotiated for his release. Eventually pardoned by Bosnian Serb leader Radovan Karadzic, Rohde?won the 1996 Pulitzer Prize for his coverage of the massacres.

Since 1993, the International Criminal Tribunal for the former Yugoslavia has convicted 45 Serbs, 12 Croats, and 4 Bosniaks of participation in war crimes during the region?s conflict. Some 100,000 people died during the Bosnian War, a vicious conflict set off by the ethnic fracturing of Yugoslavia in the early 1990s.?

As Bosnians gathered Thursday to mark the massacre?s anniversary, Mr. Karadzic?appeared before the Yugoslav war crimes tribunal?in The Hague, where judges announced that they were reinstating a genocide charge against him of which he had been acquitted last year, reports the Associated Press.

Path's Windows Phone beta app on the Lumia 1020 hands-on (video)

Today's 41 Million Reasons event was all about the hardware -- and, to a lesser extent, proprietary software -- so it's no surprise that third-party app developers weren't exactly front and center. Nokia did give them a little more time after the show, however, with tables stationed around Lumia 1020 demos. We used the opportunity to take a gander at a beta version of Path's forthcoming Windows Phone app, which the company was, naturally, showing off on Nokia's hot new offering. And there's no question why, really, as this version takes plenty of advantage of the Lumia's photo focus.

The app also takes some visual cues from Microsoft's mobile operating system. On the phone's homescreen, Path's tile offers a number, cluing you in to how many new posts you've got. Fire it up, and you'll get your feed, as with Android and iOS, including photos, videos, check-ins and the like. Swipe to the right and the app uses the Windows Pivot navigation to take you to tiles with pending friend requests and your existing friends. As for Nokia exclusives, the company's early access to handset maker's imaging SDK brings 50 additional filters for pictures.

The app is scheduled for the "coming months". In the meantime, you can check out a video demo below.

(AP) ? An emerging deal to lower interest rates on student loans hit a major obstacle Thursday after lawmakers were told it carried a $22 billion price tag over the next decade.

The proposal was designed to offer Democrats the promise that interest rates would not reach 10 percent and to give Republicans a link between borrowing terms and the financial markets that they sought. But at that cost, the bipartisan coalition behind it decided to push pause and return to negotiations to bring that cost down.

The estimate was described by a congressional aide involved in the negotiations. The aide was not authorized to discuss the proposal by name and insisted on anonymity because the Congressional Budget Office report had not yet been widely released.

The unexpected cost estimate was unlikely to end talks among lawmakers about how they might reduce rates on subsidized Stafford loans, which doubled to 6.8 percent last week in the wake of congressional inaction.

Efforts to restore those rates to 3.4 percent were abandoned in favor of a new compromise that bears many similarities with a bill that House Republicans have passed, and with President Barack Obama's budget proposal.

"There is no question that there is a compromise available on this important issue and that the sides have not been that far apart and we just need to get it done," White House spokesman Jay Carney said before the Congressional Budget Office released its estimate.

"We have been working with lawmakers to make that compromise happen. We need to make sure that students don't see their rates double," he said.

Under the plan lawmakers were considering, interest rates on new loans would be based on the 10-year Treasury note, plus an additional percentage to pay for administrative costs. The proposal includes a limit on how high rates could climb, a demand Democrats said was a deal-breaker.

That provision proved unexpectedly costly and, for the moment, proved problematic for negotiators.

Undergraduate students would have seen better terms than the current 6.8 percent rate but could have faced higher costs if the economy improves and Treasury notes become more expensive. Rates for students this fall would have been around 4 percent and would have been capped at 8.25 percent in future years.

Graduate students and parents could have found better deals next year but again would have faced higher rates than the current 7.9 percent. Borrowing for those PLUS loans would have been around 6 percent this fall and capped at 9.25 percent in coming years.

Serious work on a compromise came just hours after Democratic-led efforts to restore the 3.4 percent interest rates failed once more to overcome a procedural hurdle in the Senate. After several failures to find a stopgap measure, Democrats abandoned that tactic and instead looked for a way to lower rates for students before their return to campus this fall.

Obama's chief of staff, Denis McDonough, and Education Secretary Arne Duncan met with lawmakers Tuesday night to discuss possible options, including the market-based approach Obama included in his budget outline. Democrats insisted they try one last time to restore the 3.4 percent rate.

After that failed, lawmakers turned to a compromise approach and met Wednesday in the office of Sen. Dick Durbin, D-Ill., to discuss the next steps. White House education and budget advisers joined those conversations and helped guide lawmakers to the proposal under consideration.

Democratic Sen. Tom Harkin of Iowa, chairman of the Senate Health, Education, Labor and Pensions Committee, joined negotiations on a potential deal he previously called unacceptable. He secured concessions on rate caps from the main authors of an earlier potential compromise, Sens. Joe Manchin, D-W.Va., Richard Burr, R-N.C., and Angus King, I-Maine.

All said they were willing to tinker with some of the details to make it more acceptable to Harkin and his Democratic allies.

Tennessee Sen. Lamar Alexander, the top Republican on the Senate committee, joined in and suggested he could bring with him Republican votes that would help overcome a 60-vote procedural hurdle in the chamber.

But at $22 billion over the next 10 years, it was likely to be far too much red ink to win Republican votes.

If fresh negotiations prove fruitless, millions of students returning to campus next month will find borrowing terms twice as high as when school let out. Without congressional action in the coming weeks, the increase could mean an extra $2,600 for an average student returning to campus this fall, according to Congress' Joint Economic Committee.

Why Join a National Real Estate Investment Group - National REIA

Real Estate Investing GroupInvesting is like gambling; you put cash in the pot, and hope that you make a profit. It does sound enticing to generate income by making money work for you, and who wouldn?t want that? However, risks related to liquidity or even fraud could complicate matters and should, therefore, be managed properly to avoid financial losses.

Those trying to break into real estate investing might find themselves lost while trying to make sense of it all. In view of constantly changing economic conditions, it can be hard to keep up with market trends and make an informed investment decision that will really pay off. When the going gets tough, investors might want to seek the aid of the experts by joining an established real estate investment group like the National Real Estate Investors Association.

Contrary to what some might think, a real estate investment group doesn?t exclusively mean all the members pool their cash together to buy properties. Instead, such groups allow members to share investment practices, broaden their market knowledge, and expand their networks. These support groups thus help aspiring investors steer clear of potential pitfalls and benefit from the collective resources and expertise of more experienced members.

Being part of a real estate investors association (REIA) also allows you to form partnerships with another member on a single investment. You and your partner can then purchase properties neither of you two could buy alone since you can split the operational costs and save money in the process. As a REIA member, you?ll get much-needed marketing support in terms of industry updates, social media marketing, collateral, and website optimization, among others.

Signing up with a reputable real estate investment group is pretty simple, and it?s not as hard as you?d imagine. You can easily find local groups or chapters on the Web and study their membership requirements. In any case, it is certainly wise to pick a group based on their reputation, goals, and overall willingness to guide new investors.

Investing may be a risky endeavor quite like gambling, but with the right affiliations and resources, you can downplay the risks involved. Membership in a reputable REIA can be instrumental to your success as a real estate investor.Real Estate Investment Association

The Psychology Behind Justin Bieber Urinating in ... - Pacific Standard

35 Flares Filament.io Made with Flare More Info'> 35 Flares ?

Nineteen-year-old swag-demon Justin Bieber, who maintains a massive and fiercely loyal Twitter following, is a pop star and recording artist of some repute, considers himself Canadian, was recently caught peeing in a mop bucket. ?Caught? is maybe the wrong word, but video has surfaced of an incident earlier this year at a New York City nightclub. ?Incident? is also maybe the wrong word because this is a video of one of Justin Bieber?s friends?who call themselves ?The Wildboyz??filming him while he pees in a mop bucket rather than in a traditional urine receptacle.

Outside of the obvious answers?Bieber is 19 and 19-year-olds often urinate in places they shouldn?t; Bieber is Bieber; ?That?s the coolest spot to piss,? as the narrator of the video ?says?why is Justin Bieber peeing in a mop bucket instead of a urinal or a toilet? And what does it all mean?

Some people suffer from pauresis, which is a phobia of or an inability to urinate in the presence of others. Doing so in an unexpected place?like, say, late at night in a mop bucket in a kitchen at a night club, rather than a restroom, which tends to get crowded late at night when patrons have been consuming alcohol for hours?would make sense from a pauresis-sufferer?s standpoint. However, Bieber is peeing in front of multiple people in the video, so this is clearly not an issue. ?The victims of ?shy?bladder syndrome? have a?fear?of leaving the house and being unable to find a ?safe? toilet,? writes Dr. Mark Borigini, a rheumatologist, at Psychology Today.??They are thought by some to have an anxiety disorder, a type of?social phobia, and yet it is rarely discussed by the sufferer.? There is a problem, Borgini continues, with how restrooms in this country are located, which often exacerbates the fears of those with pauresis. That Bieber is peeing in a mop bucket in a kitchen sink may support this claim, but Bieber himself appears not to be afflicted.

After the most recent high-profile case of male urination (the U.S. marines who urinated on Taliban corpses early last year), some psychologists started asking questions that could be applied broadly. Generally: Why pee on something? As Dr. Lynne McCormack, now a psychology professor at the University of Newcastle in Australia, said:

They get caught up in the adrenalin and the group mentality, because when you?re in a group individual responsibility decreases?there?s a collective conscience that seems to somehow be lessened. If you were to ask each of those men individually have them separate from their group, they would probably be as appalled by their own behavior as the general public, but in a group people get caught up.

Not everyone was peeing in this video, but everything else?group mentality, lowering of the collective conscience, appalling behavior?check, check, check. And while all of what McCormack continues to say is in reference to war zones and men peeing on the corpses of people they?ve killed in battle, it also seems to apply to Bieber and company:

It?s common in any society that?s broken down. I think where you don?t have the constraints of conscience, morality and the infrastructure to deal with behavior that is non-acceptable to the group, you will find this sort of behavior.

After Bieber urinated in the bucket, he sprayed water on a picture of Hillary Clinton?s husband and said: ?F**k Bill Clinton.?
